Citizen Charter 2nd Generation

Citizen Charter:




We will keep safe, we will show the way of light” Bangladesh Prison Department is determined to establish prisons as reformatory and service institutions keeping this vision in front. All activities of the prison are conducted in public interest and public welfare. For ease of service operation and for general information, the main main services and regulations are briefly described below.




1. For prisoners coming from court-

A. Every day the prisoners coming from the court were sorted: proper accommodation was arranged.

b. Sick prisoners are immediately admitted to the hospital for proper treatment.

c. The under-trial prisoners are assured to appear in the respective courts on the scheduled dates.

d. If the date of appearance of a prisoner is not fixed, the court is contacted: After collecting the date of appearance, arrangements are made to appear in the court.

e. Arrangements are made for proper custody of the money and valuables kept with the new prisoners when they come from the court.

f. Adequate legal aid is provided by appointing government strategists to ensure justice to indigent prisoners.

G. Convicted prisoners are assisted in communicating with their relatives for filing appeals in the High Courts for obtaining justice.


2. Regarding meeting with prisoners-

A. Relatives of Hajti prisoners can be visited once every 15 days.

b. Prison inmates can be visited once a month.

c. The permission of the concerned District Magistrate and Court is required to visit the Detainee and Secure Custody prisoners.

d. Visits shall be completed within a maximum of 30 (thirty) minutes and a maximum of 5 (five) persons may visit an inmate at one time.

e. No exchange of money for visiting prisoners is prohibited. Jail Superintendent/Jailor should be informed if someone demands money.

f. Mobiles or any other prohibited items are not allowed in the meeting room.

G. The interview process has been decriminalized where candidates meet with prisoners.

h. His tactful visits allowed him to meet with the prisoners.

Jh. An application must be made to the Superintendent of Jails to meet the prisoners. Those who are not able to write the application form will have the opportunity to meet through the slips of the staff on duty in the reserve to assist them.

J. Permission is generally granted from a humanitarian point of view for prisoners to meet interviewees coming from far away before or after the specified time.

T. Any information about a prisoner or anyone detained in the jail can be contacted by the Chief Jailer on duty at the Reserve Guard located in front of the jail gate.

l. 1 (one) canteen/shop has been opened in each jail with the aim of providing daily necessities to interviewees at easy and fair prices. Incoming interviewees can purchase daily necessities at fair prices and supply them to the inmates. On the one hand, the entry of illegal drugs into the prisons will be controlled, on the other hand, interviewees will be able to purchase readily available and correct items.

Dr. It is ensured that the goods given to the prisoners by the interviewees reach the prisoners properly.


3. Arrangement of restrooms-

A. Every jail has restrooms for interviewers coming with inmates.

b. Restrooms have adequate seating, electric fans, clean drinking water and toilet facilities.

C. To reach any necessary news in the office, contact the inquiry at the outer gate and there is a system of delivery through the prison guard.


4. How to deposit money on PC:


A. Jail inmates have the necessary facility to deposit money in Personal Fund (PC).

B. If someone wants to deposit money in the PC of the inmates in the jail, they can make a money order.

c. Inmate's relatives can deposit money directly into his PC.

d. This amount can be deposited with the assistance of the Chief Jailer serving in the Reserve Guard. There is no additional fee to be paid for depositing money.


5. Regarding the signing of power of attorney:

A. In order to prevent illegal money transactions in connection with signing power of attorney, there is a designated box for submitting power of attorney in front of the main gate of each jail.

b. The box is opened within the prescribed time and the power of attorney is handed over to the witnesses/prisoner's counsel/relatives.

c. No money is required for the signature of the power of attorney. If anyone claims any money in this regard then the matter may be immediately communicated to the Chief Jailer on duty of the Reserve Guard or directly to the Jail Superintendent/Districtor.




6. In case of release on bail-

A. The list of prisoners who are released in view of the release/bail order obtained from the court is hung on the notice board in front of the main gate.

b. The names of prisoners eligible for release are announced through loud speakers so that the relatives waiting outside can easily know about the prisoner's release.

c. The list of names of prisoners whose release/bail order is found to be wrong is hung on the notice board in front of the main gate and announced through loud speakers, so that the relatives of the prisoner can leave without waiting unnecessarily.


7. Regarding treatment of prisoners-

A. Humane treatment of inmates in jails is ensured.

b. Prisoners are not punished except for their crimes.

c. Food and accommodation are ensured to every prisoner as per availability as per Jail Rules.




8. Medical system-

A. Every prison has a hospital
